What is "one of [North Carolina's] most popular small business programs"? It's the Business License Information Office or BLIO.

What does it do?:

It receives up to 3,000 calls a month from business people who need help determining which of more than 700 state licenses and other approvals they'll need to get their companies off the ground.

How nice of the state to provide that service.
